A rail pass can be useful, but it is not automatically good value just because you are visiting Hokkaido. Start with the train journeys you will actually take, then compare the cost of those same trips, in the same type of seat, with the price of the pass. A short city break in Sapporo and a trip with several long train rides need very different calculations.
Start with the pass area and the number of days
The JR Hokkaido pass page lists the following adult prices for passes bought outside Japan or through JR-EAST Train Reservation. Each pass below costs ¥1,000 more when bought at designated stations in Japan.

The Hokkaido Rail Pass is also available in 7-day and 10-day versions. The area passes only cover specific areas: do not assume the Noboribetsu pass includes Toya, or that the Furano pass includes Tomamu. These passes require a non-Japanese passport. Check the current eligibility rules, and be ready to show your original passport.
The passes do not cover the Hokkaido Shinkansen, the Sapporo subway or streetcars. Check any other transport separately. A JR rail pass is not a ticket for every type of transport on your trip.
Compare like with like
JR Hokkaido’s regular ticket page lists the adult one-way fare from Sapporo to Otaru as ¥800 in a non-reserved seat, or ¥1,800 with the listed reserved-seat option. A round trip in non-reserved seats therefore costs ¥1,600. Do not compare the pass with a more expensive seat that you would not normally buy.
The same official table lists one-way reserved-seat tickets at ¥4,890 for Sapporo–Noboribetsu and ¥9,770 for Sapporo–Hakodate. These show how longer journeys can change the calculation. Check the current fare for your exact route and train before you decide.

These are calculation examples, not suggested itineraries. Only add other covered trips you realistically expect to take. If you buy a pass expecting to take extra trains and then spend those days relaxing in Sapporo, the pass ends up costing you more, not less.
List your journeys before you buy
Write down each travel date, departure station, arrival station and seat type. Next to each journey, add the current regular fare and whether the pass covers it. Add up the covered journeys within the pass’s validity period, then compare the total with the price you would actually pay for the pass.
List transport the pass does not cover in a separate column. It still belongs in your trip budget, because buying the pass does not remove that cost. Do the calculation for each traveler whose fare is different, rather than simply multiplying the adult total by the number of people in your family.
A pass does not automatically reserve your seats
JR Hokkaido’s seat guidance explains that its limited express trains have reserved seats. Make any required seat reservations before boarding. Having a pass does not guarantee a seat on your preferred train or seats next to each other.

When regular tickets may be simpler
If your plans are mostly eating, shopping and sightseeing in Sapporo, start by pricing individual train trips. A pass valid for consecutive days may also be a poor fit if your long rides are spread out with several quiet days in between.
If the totals are close, think about flexibility. Would you still take the same trip if your child were tired, the weather changed or you decided to stay another night? Avoid adding a day trip just to justify buying a pass.
